Have a look at the construction of the skirt to see if there is the possibility of opening a hem seam for a short distance.

If there is a back seam you could open it for six inches without losing the pencil fit,

which really only needs to be tight in the top half around your bottom.

You can also open side seams for a few inches on both sides.

If in doubt,

a good dressmaker will advise.
